Sonam Tenzing Bhutia
Sonam Tenzing Bhutia serves as the Board Director of Impulse NGO Network (INGON), guiding the organisation’s mission to combat human trafficking and exploitation under the globally recognised Impulse Model.
With over 35 years of distinguished public service in the Indian Police Service, he retired at the rank of Inspector General of Police in October 2024. His career has been recognised with both the President’s Medal for Meritorious Service and the President’s Medal for Distinguished Service. His international experience includes service in United Nations peacekeeping missions in Bosnia & Herzegovina (UNMIBH), Kosovo (UNMIK), and Sudan (UNMIS), where he contributed to strengthening global accountability and human rights frameworks. He has also served as a Police Observer for the Election Commission of India, monitoring Lok Sabha elections in Bihar (2021) and Telangana (2023).
Notably, S.T.B played a pivotal role in advancing the Impulse Case Management Centre (ICMC) in Sikkim as the Nodal Officer, championing its adoption and effectiveness among law enforcement agencies. His leadership was instrumental in embedding ICMC as a trusted, survivor-centred tool for anti-human trafficking case management.
As Board Director of INGON, he brings his wealth of experience in law enforcement, governance, and international cooperation to strengthen institutional accountability and ensure that INGON’s vision of a just and equitable society is translated into practice. His lifelong commitment to upholding the rule of law, safeguarding rights, and enabling collaborative interventions continues to inspire INGON’s work across the 12 pillars of the Impulse Model.
